The feature Fixed product tax attribute WEEE was introduced to Magento since version 1.6 and Koongo Connector fully support this feature since its version 6.2.1.0.
To enable WEEE, navigate to System → Configuration → Sales → Tax → Fixed Product Tax:
You can create a new product attribute with the FPT type and then edit the fixed fee tax for each product. For instance, this is a nice tutorial for Magento and WEEE.
